On motion of Mr. Lyons, the Senate concurred in Assembly amendment to increase the number of the Joint Committee appointed to visit and report upon the condition of the State Marine Hospital and the Insane Asylum, and Mr. Hudspeth was added to the Committee. On motion of Mr. Lyons, the Senate refused to recede from Senate's amendments to Assembly bill for An Act concerning the per diem of Officers of the Senate and Assembly, and On motion of Mr. Wade a committee of free conference was appointed on the disagreeing vote of the two Houses. Messrs. Wade, Whiting and Walkup were appointed the Committee. Assembly Bill for An Act to amend an Act concerning Sheriffs, passed April 29, 1851, Was read a first and second time and on motion of Mr. Sprague, referred to the Judiciary Committee. Assembly Bill for An Act in relation to the supplies of fual and other contingent expenses of the Legislature, Was read first and second time and referred to the Committee on Contingent Expenses. Mr. Whiting offered a Concurrent Resolution instructing the Treasurer not to receive in payment for State property, the State Prison Bonds, until further Legislative action be had. Which was adopted. Assembly Joint Resolutions relative to the establishment of a State Agricultural Institute, Was read a first and second time and referred to the Committee on Agriculture. Assembly Bill for An Act to repeal an Act to provide for the better publication of Official and Legal Notices, approved May 3, 1853, Was read a first and second time, and objections to its second reading being made by Mr. Walkup, It was laid over under the rule. A message was received from the Assembly informing the Senate that the Assembly had this day passed: A Bill for An Act authorizing the Governor to pardon Timothy Donovan. Which was read a first and second time, and on motion of Mr. Bryan referred to the Judiciary Committee. Mr. Mahoney offered the following resolution: Resolved, That the Secretary of the Senate be requested to call on the State Printer for the Rules and Joint Rules ordered printed some days since. Mr. Smith moved to lay the resolution on the table. Which was lost, and the resolution was then adopted. Mr. Mahoney moved to take from the table a resolution directing the State Land Commissioners to assess and appraise the value of Signor or Mare Island. Which was agreed to. Mr. Mahoney offered the following as a substitute: Resolved, That the Senate Committee on Public Lands be instructed to inquire into, assess and appraise, the State interest in a certain tract or parcel of land situated in Solano County, known as Signor or Mare Island, and report the same to this Legislature, within five days. 'Which was adopted. Mr. Whiting offered the following resolution : Resolved, That a committee of three be appointed to fix the number of clerks to be employed by the Senate Committees and the manner of their appointment and report the same to the Senate. Mr. Walkup moved to lay the resolution on the table. Upon which Messrs. Sprague, Whiting and Walkup, demanded the ayes and nays with the following result: Mr. Lent offered the following as a substitute: Resolved, That the Chairman of the Judiciary Committee be empowered to employ one or more clerks as the wants of the Committee may require. Upon the adoption of which, Messrs. Sprague, Keene and Walkup, demanded the ayes and nays, with the following result: Messrs. Lyons, Smith and Walkup, demanded the ayes and nays upon the original resolution. Which resulted as follows: So the resolution was adopted, and Messrs. Whiting, Smith and Leake, appointed the Committee. Mr. Wade, from the Committee of Conference appointed on the disagreeing votes of the two Houses on Assembly Bill for An Act concerning the per diem of Officers of the Senate and Assembly, made a report and submitted a substitute. Which was read a first, second and third time, and passed, the title being approved. Mr. Lent moved that the Senate adjourn to Tuesday at 11 o'clock. The ayes and nays were demanded by Messrs. Mr. Sawyer presented two petitions from citizens of Calaveras County, praying a removal of the Seat of Government to the city of Sacramento, which on motion of Mr. Wade, were referred to the Committee on State Prison and Public Buildings. Mr. Sawyer gave notice that he would on to-morrow, or soon thereafter, introduce a bill for an act amendatory of, and supplementary to an act entitled An Act concerning the Courts of this State, and Judicial Officers, approved May 19, 1853. Mr. Tuttle gave notice of intention to introduce a bill for an act to be entitled An Act to enable the personal representatives of persons deceased, to maintain action in certain cases. Mr. Coffroth submitted the following resolutions: Resolved, That M. G. Upton, G. O'Doherty and William Coates be declared and are hereby employed as Official Reporters of the proceedings of the Senate in the matter of the examination of the alleged attempt to bribe the Senator from Butte. Resolved, That the testimony of witnesses in the above case shall not be published until passed upon by the Senate. Which were adopted. According to previous notice, Mr. Gardner introduced a bill for An Act to authorize Jesse Brush to build a Wharf at the end of Union street into the bay of San Francisco, which was read a first time, and objection being made by Mr. Walkup, it was laid over under the rule.
